Council Highlights – May 11th, 2026

Council convened for the May Regular Council Meeting following a month marked by strong community engagement, continued recreation demand, and progress across several municipal initiatives. As spring activities ramp up, staff and Council remain focused on service delivery, community well‑being, and responsible planning throughout Three Rivers.

Community Spirit & Recreation

April into early May was an exceptionally active period for recreation in Three Rivers. For the first time in roughly 15 years, the rink remained open while ballfields were preparing to open simultaneously — a testament to both community demand and staff dedication.

As the minor ball season is ramping up across Three Rivers, you’ll notice more activity to our fields as spring gets underway. Pickleball is also gaining momentum — residents are encouraged to visit one of our local courts and give it a try!

Planning & Development

Development activity remained strong throughout April, with a wide range of permits issued across the municipality. The Planning Department processed numerous applications, including:

Multiple single‑unit dwellings and several 120‑day permits.  Subdivision applications on AA MacDonald Highway and Seal River Road.

April saw over 20 permits issued, reflecting continued growth and investment across Three Rivers.

Financial Snapshot

The Town’s finances remain on track as we close out the 2026 fiscal year. Based on the latest financial review and comparison of actual results to the expected operating budget. 

Revenue is $418,438 ahead of the expected budget, with the majority of the increase coming from property tax revenues. This increase reflects the continued growth and development occurring within the Town of Three Rivers.

Expenses are $249,986 below the expected budget, reflecting careful and responsible spending across Town departments. 

Overall Position: The Town is currently $668,424 ahead of the expected operating position (prorated budget) at the end of the fiscal year. 

This positive financial position allows the Town to continue delivering important services such as protection, infrastructure maintenance, recreation facilities, and community programs while also planning for future community investments and long-term financial stability. 

Human Resource Updates  

Council recently approved two new arts‑focused positions for Three Rivers: An Arts & Culture Coordinator and an Artistic Director, both based out of the Kings Playhouse in Georgetown, PE. These roles will support cultural programming, community engagement, and the continued growth of the Playhouse as a regional arts hub. Requests for Decision

•Montague Streetscape Lighting Phase – Council has awarded Hansen’s Electric the contract to install 18 new street light fixtures on Main Street in Montague.

•Engineering Services John Beer Sidewalks – Council has awarded COLES the contract for engineering services for John Beer Drive sidewalk project.

•Mascot Design Services – Rivv – Council has approved and awarded the mascot design services to Maydwell Mascots.  

•Cardigan Train Station Lease – Council has approved the lease agreement with Meals on Wheels PEI Inc.
Residents are encouraged to keep an eye out across Three Rivers as this work begins to roll out, and with Rivv, our new mascot, we’ll share updates as he comes to life and begins making appearances in the community.
