Council Highlights – April 13th, 2026

Council convened for the April Regular Council Meeting following a busy month across all departments. March saw significant community activity, important administrative updates, and continued progress on key municipal initiatives. Staff and Council remain focused on transparency, service delivery, and supporting the well‑being of residents throughout Three Rivers.

Community Spirit & Recreation

March was a vibrant month across Three Rivers, with the Cavendish Farms Wellness Centre extending ice availability until May 10 as well as hosting the 2026 U15AA Provincial Championships, where the Kings County Kings captured the title. Community support was strong at Montague Stallions games and The Comedy night featuring Patrick Ledwell & Shawn Hogan in support of the Montague Food bank, was a great success.  This event raised $1000 in support of the Montague Food Bank.  Thank you to all that were able to attend!

Planning & Development

Development activity remained strong throughout March, with a diverse range of permits issued across the municipality. Overall, March saw one of the busiest months of development activity so far this year with 19 development permits brought through the Planning Department.

Financial Snapshot

The Town’s finances remain on track for the fiscal year. As of the latest financial review, when comparing actual results to the expected budget for this point in the year. 

Revenue is $318,223 ahead of the expected budget, reflecting strong performance in several revenue categories.

Expenses are $321,661 below the expected budget, reflecting careful spending across Town departments. 
Overall Position: The Town is currently $639,884 ahead of the expected operating position (prorated budget) for this point in the year. 

This strong financial position allows the Town to continue delivering important services such as fire protection, infrastructure maintenance, recreation facilities, and community programs while planning responsibly for future community investments.

Welcoming New Faces to Town Staff / HR Updates

Welcome to Lauren MacPherson, who joins the Town as the new Accounting Clerk beginning April 13th. Lauren brings strong financial administration experience from her work in the Financial Services Division at Holland College.

Council has approved the update to job descriptions for five seasonal Public Works positions at Monday’s Regular Council Meeting. These revisions reflect the actual duties and responsibilities of each role and improve clarity for staff and supervisors. No staffing level changes are associated with these updates.

Requests for Decision

  • Appointment of Municipal Electoral Officer (MEO) & Deputy MEO Council has appointed Tim Garrity as Municipal Electoral Officer and Stephanie Thorpe as Deputy MEO for the November 2, 2026, municipal election.
  •  Amendment to Municipal Fees Bylaw – ADU Fee Waiver Council has approved waiving the $100 fee for Accessory Dwelling Unit (ADU) development for the remainder of the Housing Accelerator Fund program to support affordable housing growth.
  • Application to Rural Growth Initiative (RGI) - Council has approved the submission of an application to the Rural Growth Initiative (RGI) for $ 32,043.25 (+ HST) for funding assistance to complete upgrades to the Georgetown and Cardigan pickleball courts, including wind screens, fencing and gates, asphalt sealing, epoxy coating, and line painting, and further approves the inclusion of $30,000 in funding assistance for the Museum Accessibility Washroom and Deck Project as part of the same application.

 
Emergency Planning & Preparedness

Town staff recently participated in a tabletop emergency exercise facilitated by Emergency Measures Coordinator Rae Lynn Downey. The scenario simulated a major ice storm with extended power outages, allowing staff to practice coordinated decision making, assess readiness, and strengthen the Town’s emergency response procedures.
