Three Rivers Surpasses $60 Million in Construction Activity in 2025
Montague, PE — January 14, 2026 — The Town of Three Rivers experienced one of its strongest development years on record in 2025, issuing 220 planning approvals representing more than $60.4 million in estimated construction value, according to the Town’s annual Planning Statistics Summary, released at the January 12, 2026 Regular Council Meeting.
Beyond the direct construction activity, this level of investment delivers a powerful ripple effect through the local economy. Based on standard construction-sector economic multipliers, the $60 million in building activity is expected to generate well over $100 million in total economic impact, supporting local trades, suppliers, professional services, transportation, and retail businesses across Prince Edward Island.
The year was driven primarily by residential growth, which accounted for 78% of all applications, demonstrating strong demand for housing across the municipality.
“These numbers confirm that Three Rivers is one of the fastest-moving development communities on Prince Edward Island,” said Town Mayor Debbie Johnston. “Three Rivers is an attractive and well-managed community, and this level of growth shows that people have strong confidence in investing here — in their homes, their businesses, and their future.”
Strong Growth Across All Development Types
In 2025, the Town processed:
- 154 Development Permits
- 55 Subdivision, Severance and Consolidation approvals
- 7 Signage permits
- 2 Rezoning applications
- 2 Demolition permits
Development permits made up approximately 70% of all planning workload, while subdivision approvals prepared land for future housing and commercial growth
Major types of development included:
- 171 Residential projects
- 22 Commercial
- 11 Recreational
- 8 Resource
- 4 Institutional
- 4 Industrial
The Town also approved:
- 10 ground-mounted solar projects
- 5 accessory dwelling units (ADUs)
- 5 multi-unit and duplex developments
- 11 seasonal camper permits
Despite a high volume of applications, Three Rivers achieved an average approval time of 26.7 days.
“Every permit approved in 2025 represents a home being built, a business expanding, or a community investment taking shape. As Three Rivers continues to grow, the Town remains committed to managing that growth in a way that strengthens neighbourhoods, supports local businesses, and ensures a high quality of life for all residents,” said Mayor Johnston.
