Council Highlights – October 14, 2025

The Town of Three Rivers continues to grow and thrive! Here’s a quick look at what’s new and noteworthy from this week’s Council meeting:

🏗️ Community Enhancements Underway

Mayor Johnston shared exciting updates on fall construction projects. Cardigan Village Green is getting new playground equipment, while Montague welcomes fresh streetlights and benches—making our public spaces more welcoming and accessible for all.

🛍️ Celebrate Small Business Week!

👥 Welcoming New Faces and Roles to Town Staff

We’re thrilled to welcome Rachel Llewellyn as our new Accounting Clerk and Philip Hebert as Arena and Facilities Manager. Both bring deep local roots and valuable experience to their roles. Congratulations also to Danielle Herring, appointed Deputy CAO—her leadership and dedication continue to shape our town’s future.

The following reclassifications were approved by Council. Dawn Arsenault has been appointed Manager of Finance.  We’re also very pleased to announce that Courtney Foote has been named Finance and Accounting Coordinator, a reclassification from her current role as Accounting Clerk. In addition, Chelsey Leard has been reclassified from Administrative Assistant to Accounting Clerk.

📊 Financial Snapshot

 Council reviewed the August 2025 financial report, which reflects strong operating performance. Revenues exceeded expectations by $158,595, while expenses remained slightly under budget, resulting in an operating surplus of $154,229. This positive variance puts us ahead of the year-to-date projected deficit and has enabled Three Rivers to invest in capital equipment for the Municipality.

🏘️ Planning Progress

September saw 18 Development Permits approved—Three Rivers is buzzing with activity! Council unanimously supported several key projects during out October 14th Regular Council Meeting:

  • John Beer Drive Sidewalk Application will move forward and is proposed to extend the entire distance of John Beer Drive between Queens Road and Riverside Drive, Montague
  • Cardigan Active Pathway Application will move forward and is proposed to start at the Cardigan School on route 321 to the multi-use trail off Chapel Road.
  • Station Street to Sackville Street Pathway project award - PEI Patio has been awarded this tender, enhancing waterfront access and community appeal.
  • Snow & Ice Control Tender Awarded – Kings County Construction will manage snow and ice control at the Cavendish Farms Wellness Centre for the 2025–2026 season.
