Council Highlights – November 10, 2025

The Town of Three Rivers continues to grow and thrive! Here’s a quick look at what’s new and noteworthy from this week’s Council meeting:

🏒 Community Spirit & Recreation

 Fall programs are in full swing! Hockey and ringette are underway, while residents tried curling at the Montague Curling Club. Free fitness classes at TCAP, offered in partnership with GoPEI, will continue through January — keeping our community active all winter long.

🛍️ Celebrating Small Business Week

More than 80 businesses across Eastern PEI joined in a lively week of events, including a BBQ in Souris and daily social media features. Residents showed their support by shopping local and entering prize draws worth over $1,000. A big thank‑you to CBDC and our Facilities & Events Liaison Jonathan Gardner, for making this celebration a success!

👏 Community Recognition

Council extends heartfelt congratulations to Martina MacDonald on her retirement after 17 years of dedicated service advancing economic development in Eastern Kings. Her leadership and vision have left a lasting impact.

🏗️ Planning & Development – Clearing Up Misconceptions

CAO Jamieson emphasized the importance of residents understanding that once a Development Permit is issued, the responsibility lies with the applicant to meet all permit requirements. If an appeal is filed, the Town does not issue stop‑work orders — the risk rests entirely with the permit holder. Should IRAC uphold an appeal, the permit is considered void from the outset, even if work has already begun.

Council also addressed misinformation circulating online about the Hopetown lands. To date, no rezoning application has been submitted. Any future proposal would require a full public rezoning process, including notice and a public meeting. Claims of a “separate gated community” or “institutional zone” are false and misleading.

Misinformation erodes public trust and creates unnecessary division. Residents are encouraged to seek accurate updates directly from official municipal sources and help share factual, balanced perspectives about the important work being done in Three Rivers.

Council noted that Planning staff remain busy processing applications across Three Rivers -   October saw 28 Development Permits approved. 

📊 Financial Snapshot

Council reviewed the September 2025 financial report, which reflects strong operating performance. Revenues exceeded expectations by $233,169, while expenses remained slightly under budget, resulting in an operating surplus of $218,364. This positive variance puts us ahead of the year-to-date projected deficit and has enabled Three Rivers to invest in capital equipment for the Municipality.

👥 Human Resources

Council thanked our seasonal Public Works staff for their hard work maintaining and beautifying our Town throughout the summer and fall.
