Three Rivers has officially stepped into the New Year with purpose and collaboration. Council gathered this week for the first Regular Meeting of 2026, reviewing year-end updates, financial performance, and ongoing municipal initiatives that continue to shape our growing community.
Mayor’s 2025 Year in Review
Mayor Johnston delivered her annual year in review, highlighting a year marked by community spirit, infrastructure progress, and strong partnerships across Three Rivers. She noted the success of Small Business Week, major sidewalk and utility improvements, and the many festivals and events that brought residents together throughout 2025. Mayor Johnston also reflected on her engagement with youth and recognized community leaders. She closed by expressing her appreciation to residents, volunteers, staff, and Council for their dedication over the past year.

Planning & Development
December saw 15 Development Permits approved. Activity included, new single-unit dwellings in Lower Montague, Lily Lane, Launching Road, and Robertson Road, along with a multi-unit development approved for 514 Main Street in Montague. Council also received the 2025 Planning Statistics Summary, which reported 220 total applications for all of 2025 and more than $60 million in estimated construction value. Residential development continued to dominate the landscape, and processing times improved significantly through the latter half of the year. Mayor Johnston also announced the appointment of David McGuire to the Three Rivers Planning Board. Council extends its thanks to Mr. McGuire for accepting the role and is
confident he will be a great addition to the board.
Financial Snapshot
Council reviewed the November 2025 financial report, which reflects strong operating performance. Revenues exceeded expectations by $310,211, while expenses remained slightly under budget, resulting in an operating surplus of $404,365. This positive variance puts us ahead of the year-to-date projected deficit and has enabled Three Rivers to invest in capital equipment for the Municipality.
Human Resources
Council received an update on staffing and human resources activity for December. Public Works staff were recognized for their dedication throughout the holiday season, ensuring safe snow removal and reliable water and sewer operations during peak winter conditions.
Governance & Accountability
The Code of Conduct investigation marks an important step in strengthening transparency and accountability within the municipality. The process will involve a thorough review of all written complaints and supporting materials, interviews with respondents and witnesses, and a final report outlining conclusions and any recommended actions. The estimated cost to complete this work is approximately $15,000, based on the scope outlined above. This fee will fall under the Professional Services line in the 2025-2026 budget. Council emphasized its commitment to ensuring the process is fair, independent, and consistent with municipal standards.
