Council Highlights – February 9th, 2026

Council convened for the second Regular Council Meeting of 2026, reviewing operational updates, community initiatives, financial performance, and several key decisions that will support long‑term growth and sustainability across Three Rivers.

Community Spirit & Recreation

Winterval 2026 once again showcased the resilience and creativity of the community. Even with challenging weather, the festival remained safe, well‑organized, and widely enjoyed. Council expressed appreciation to the organizers, volunteers, and staff whose quick thinking ensured the event’s success.

TCAP Pool Reopens!

Council was pleased to note the reopening of the TCAP pool, a vital community asset and the only indoor public pool east of Charlottetown. The Town commended the TCAP Board for its leadership in completing the necessary repairs.

A Request for Proposal (RFP) has been issued to conduct a Phase 1 jurisdictional scan of comparable aquatic and fitness facilities. This work will help guide long term planning and ensure sustainable recreation infrastructure for the next generation.

Planning & Development

Development activity remained steady through January. A total of 11 permits were issued, including new single unit dwellings, residential extensions, accessory buildings, and several subdivision approvals. One permit amendment and two mobile home applications were reviewed, with the mobile home applications denied.

Mayor Johnston also announced the appointment of Deputy Mayor Cody Jenkins to the Three Rivers Planning Board. Mayor Johnston extends her thanks to Deputy Mayor Jenkins for accepting the role and is confident he will be a great addition to the board. 

Financial Snapshot

Council reviewed the December 2025 financial report, which reflects strong operating performance. Revenues exceeded expectations by $321,463, while expenses remained slightly under budget, resulting in an operating surplus of $411,620. This positive variance puts us ahead of the year-to-date projected deficit and has enabled Three Rivers to invest in capital equipment for the Municipality.

Human Resources

Recruitment is underway for an administrative professional at the Cavendish Farms Wellness Centre. The posting has generated strong interest, and staff are optimistic that a successful candidate will be in place by the end of February.

The senior management team, through the guidance of the Deputy CAO, Danielle Herring and supported by MC Advisory, continues its review of the Town’s Human Resource policies. Council approved the new amendments to the COVID19 Vaccination Policy and the Respectful Workplace Policy, with further work underway on the Wireless Communications Device Policy. These efforts reflect Councils commitment to maintaining a professional, fair, and respectful workplace for all Town staff.

Governance & Accountability

The third-party investigator overseeing the Code of Conduct complaint continues to meet with impacted parties and is finalizing their findings. A confidential report is expected by late February or early March. Once received, the report will be reviewed by Council in a closed meeting, followed by a public vote on whether a breach occurred and whether any sanctions are warranted.

Requests for Decision

• Montague Sewer Utility Building - Council approved awarding the contract for design services for the new Montague Sewer Utility building to ArchWork for $55,700 plus HST, supporting operational efficiency, asset protection, and future growth.

• Sewer Utility Building Funding - Council approved submitting an application for $500,000 in Municipal Strategic Component (MSC) funding to support construction of the new sewer utility building, with remaining costs to be covered by the Montague Sewer and Water Utility.

• Three Rivers Sportsplex - Solar Panel Installation – Council awarded the contract for a 120,000‑kW roof‑mounted solar array at the Three Rivers Sportsplex to Hansen’s Electric for $177,350 plus HST, with funding sourced from the Community Renewable Energy Generation Fund and the Sportsplex operating account.
