Council Highlights – December 11, 2025

Three Rivers is moving forward with energy and purpose—here are the highlights from this week’s Council meeting.!

🏒 Community Spirit & Recreation

🎉 Help Make Winterval Magical – Volunteer with Us! Winterval 2026 is just around the corner, and we’re looking for enthusiastic volunteers to help bring the festival to life! Whether you love greeting guests, setting up stages, or handing out hot chocolate, there’s a role for you.

You can find more information on our FB page Three Rivers Festivals.  Or reach out directly to our Facility & Events coordinator, Jonathon Gardner, for more information.

👏 Community Recognition

Council paid tribute to Cardigan Fire Chief Tony VanDenBroek, who passed away after 42 years of dedicated service. Tony was a mentor, leader, and driving force behind the department’s growth—including its recent expansion and fire truck acquisition. His legacy will live on in the hearts of those he served and inspired.

🏗️ Planning & Development –

November saw 28 Development Permits approved— Council unanimously supported several key appointments and requests during our December 11th, 2025, Regular Council Meeting:

•           Mayor Johnston has appointed Derek Nicholson, to serve as a member of Three Rivers Planning Board.  We look forward to his contributions and continued engagement!

•           The Town of Three Rivers 2026 Meeting Schedule was approved and has been posted to our website here.

•           Share your input for a Town Mascot! Council has approved the initiation of community input for a mascot that will symbolize the Town of Three Rivers.  Keep an eye out on our socials for more information.

•           Council has appointed an Asset Management & Climate Sustainability committee that will be comprised of Deputy Mayor Cody Jenkins, Manager of Community Services Dorothy MacDonald, Manager of Finance Dawn Arsenault and Planning and development clerk Deandra Mills.  This committee will provide strategic advice and guidance to Council and staff on the development, implementation and continuous improvement of asset management and climate sustainable initiatives.

•           Council has approved a Radio & Telecommunications Protocol (TRP-1). With this protocol in place the Town will be prepared to meet the challenges of future telecommunications development.

📊 Financial Snapshot

Council reviewed the October 2025 financial report, which reflects strong operating performance. Revenues exceeded expectations by $259,074, while expenses remained slightly under budget, resulting in an operating surplus of $316,487. This positive variance puts us ahead of the year-to-date projected deficit and has enabled Three Rivers to invest in capital equipment for the Municipality.

👥 Human Resources

Council has adopted a formal Social Media Policy for staff as a part of our Human resource framework in Three Rivers – This policy will provide clear guidelines to ensure that online activity does not compromise the municipalities values, confidentiality or public trust.  Policy TRHR 26 can be viewed on our website here.
